Burrow's ascendency to Speaker has left in question whether Republicans can deny Democrats the ability to chair some committees, whether Democrats will be allowed to bring bills to the floor before their Republican colleagues, or if the Dems will be allowed to use procedural tactics to kill some of Republican's most extreme measures. Cook had committed to end all leadership roles for their opponents while Burrows said he'd let the full House decide.
